Job Summary: The Director of Clinical Pharmacy Operations is responsible for the leadership and management of the Clinical Services department including the training and development of all staff. The Director is responsible for leading the department to provide clinical content, operational expertise and oversight of Prior Authorization; Medicare Part D Medication Therapy Review; Drug Information, Formulary and Pipeline Surveillance; and Drug Utilization Review and Health Management clinical operations. The Director is also responsible for pharmacy practice issues for the PBM, including policies and procedures and the annual review of formularies and prior authorization criteria. The Director provides collaborative input for the promotion and development of new concepts and proposes modifications to existing clinical programs. Additionally the Director is responsible for all functions and activities of the Pharmacy and Therapeutics Committee, and the Clinical Advisory Group, including the development of formulary drug monographs, prior authorization criteria, and collaborates on position statements for clinical programs being presented to the Pharmacy and Therapeutics Committee. The Director will recommend, develop, implement and evaluate department goals, objectives, policies and procedures related to the Clinical Services department. Position reports to a senior member of the Executive Committee. Additional Responsibilities: • Responsible for clinical content of client, member and internal communications and education regarding all clinical initiatives • Responsible for team and staff development and also plays a key role in the interviewing, selection, coaching and mentoring of pharmacists within the Clinical Services department. • Provides clinical expertise for the Industry Relations and Contracting department in order to maximize quality and cost-effectiveness of drug therapy; provides clinical expertise for the Clinical Program Development area to maximize effectiveness of programs. • Responsible for the continuous review of the literature to identify opportunities for improvement in efficiency, accuracy, and appropriateness of drug therapy; and for inclusion in existing clinical programs • Effectively manage area responsibilities. This includes the following: manage and support recruitment of staff to support corporate goals, objectives and culture, and manage appropriate budget expenses • Maintain open lines of communication with other functional areas/departments • Provide effective communication of Navitus’ vision, mission, values, goals, and policies • Participate in meetings and committees regarding goals, vision, and strategic plans • Provide leadership and direction within Navitus Essential Background Requirements: Education: A minimum of a Bachelors Degree in Pharmacy or Pharm. D. Experience: Minimum of five years of management and clinical experience in a managed care environment. Knowledge of the PBM industry, formulary systems, pharmacy claims and managed care pharmacy desired. Exceptional leadership and management skills, excellent clinical skills, and the ability to apply sound clinical judgment and good decision-making to a variety of situations. Proficiency in drug literature and clinical trial evaluation, including proficiency with electronic databases (e.g., Micromedex, Medline, Internet) preferred. Ability to reason and translate clinical information into a manner appropriate for clinical systems, and clinical and non-clinical audiences. Emphasis is placed on problem-solving skills, including identifying and accepting a challenging situation and creating and implementing a solution. Requires attention to detail in order to ensure projects are clinically, editorially, and systems appropriate and accurate, and can be successfully operationalized. It is very important for this position to be able to translate clinical information into process logic. Proficiency in MS Word, Excel, Access, and Power Point including use of tables, charts and figures preferred. POSITION OVERVIEW AND RESPONSIBILITIES: Reporting to the Chief Executive Officer, the Director, Clinical Program Development will be responsible for providing strategic and tactical leadership on clinical pharmacy program development and management. The Director, Clinical Program Development will be responsible for: • Partnering with senior leadership to ensure identified programs are consistent with Navitus business models and overall corporate objectives. Interact with Navitus’ senior leadership and others to ensure that high quality, value added, and clinically and fiscally sound clinical programs are developed, implemented, monitored and continuously improved to meet and/or exceed all regulatory, quality, and contractual obligations while adding value to patients and clients • Partnering with cross-functional areas within Navitus for purposes of operationalizing clinical programs • Developing methodologies and reporting which quantifies the impact of clinical programs • Developing business plans for new and existing clinical programs which support pricing and savings assumptions • Participate in sales and marketing of suite of clinical programs • Establish an ongoing pipeline of innovative clinical programs and upgrades which position Navitus as a leader in clinical program and utilization management • Partnering with Human Resources, ensuring that effective processes are in place to ensure that a high quality Clinical Program Management Team is identified, hired as business needs dictate, assessed, and developed to meet current and future business needs and that the Team is provided personal development opportunities • Providing strategic and operational leadership in development and execution of all aspects of clinical product development SUPERVISORY RESPONSIBILITIES: The Director, Clinical Program Development will lead a direct team that includes product and project managers, with cross-functional responsibilities in coordinating developmental efforts which involve staff from other functional areas. CONTACTS AND RELATIONSHIPS: Internal: All levels within Navitus External: Senior and other levels among clients, regulatory agencies, vendors, consultants, and other stakeholders PRINCIPAL CHALLENGES: • Quickly understanding the Navitus transparent business model, its mission, objectives, products and services, and organizational relationships • Developing and maintaining strong working relationships and partnerships through out Navitus, its clients, vendors, and other stakeholders • Identifying innovative clinical programs to market which create client demand and provide maximum value • Oversight of entire development continuum including product definition, operationalization, P & L, value and savings quantification, and marketing • Providing the leadership to prioritize clinical pharmacy program initiatives and resources utilization QUALIFICATIONS AND EXPERIENCE: • Absolute and uncompromising integrity with the demonstrated ability to successfully lead clinical pharmacy projects and programs by inspiring trust, integrity, fairness, and credibility while meeting or exceeding regulatory, Client needs, and contractual requirements • R.Ph. or PharmD required; MBA or advanced degree in business preferred • At least 7 years successful leadership experience in clinical pharmacy services in a PBM environment (preferred), or in a Managed Care environment (minimum requirement) with at least 10 years overall business experience • Strong understanding of contemporary clinical pharmacy programs and products • Excellent understanding of how business results can be enhanced through high quality, cost effective clinical pharmacy programs • Thorough understanding of prescription management programs and practices, contracting, products/services, cost structures, pricing, and business practices • Demonstrated ability to create a vision and strategic priorities and successfully implement high quality, cost effective clinical pharmacy programs with others • Team player with demonstrated contemporary leadership and management ability in a team oriented organization including the ability to be proactive in working and partnering throughout Navitus • Demonstrated record of accomplishment in a matrix organizational setting • Outstanding collaborative, consultative, and diplomatic people skills • A high degree of flexibility and effectiveness in a fast paced, rapid growth entrepreneurial environment with changing priorities • Demonstrated high level of energy, initiative, strong internal motivation and an ability to work both independently and as part of an effective team • Strong track record of successfully planning and achieving high quality and productive goals through teams • Organizational savvy • Sense of urgency • Excellent interpersonal, verbal, written, listening, and problem solving skills • Travel up to 20% Navitus Health Solutions is an Equal Opportunity Employer: Disabled/Veterans/Male/Female/Minority.
